I don't have one of those, but on first look, I'd think that it has too much going on for a baby younger than 4 months and wouldn't recommend it for younger babies.
Babies can get overstimulated really easily and overstimulated babies aren't any fun! My daughter used to get overstimulated very easily and would scratch her poor face up :(
